The question means have you ever passed yourself off as a US Citizen. IF you have not , just answer no. It refers to things like passing yourself off as a citizen for some sort of benefit afforded to citizens only. For most people the answer is NO. I hope it is the same for you too.
Passed off means "pretended to be". So, have you ever claimed to be a US Citizen to get any benefit or for any other reason?
If no, then the answer is No.
It does not mean "have you applied for citizenship". So, as long as you never told anyone that you were a US Citizen when you were not, you should be fine.
