Where did your friend lost his GC?
He will need to complete the I-90 form, Application to Replace Alien Registration Card. Processing time depends on the Service Center that received the application.
 
If the GC is lost in the mail - and when we apply form i-90 to replace card, what documentation do we need?

Since the card was never received (missed in mail), do we still need to file a police complaint?

You will have to bring to the local ASC a photo identification (such as passport, state ID, driver’s license), required initial evidence of your PR status (since you don’t have the card, you may show the temporary I-551 stamp in your passport, or if you have one in your passport, the machine readable U.S. immigrant visa sticker), and other supporting documents (such as birth certificate, marriage certificate, police report of loss/stolen card), plus also the biometrics appointment letter from USCIS.

If you think your green card is lost/stolen in the mail, you can file for a police report. It is one of the supporting documents you may bring with you when you go to your biometrics appointment. It's also a good thing to file for one to avoid possibility of your green card being misused by other person (prevent identity theft).

To prove that it was lost in the mail, you'll need to file a G-731 first, which will show that USCIS sent the card to you.

Regardining, police complaint - how do i make the complaint? Do I need to submit any proof to the police dept? Also, we need to show this police complaint report for biometrics only right?

I had already filed I-90 once (with reason 'b' - card never received) and got a response from TSC that my card was mailed and that I need to file I-90 again with different reason (card stolen/lost etc). I don't think I need to file 731 form. Can you confirm? That too it has been more than an year after my case was approved and they sent the card.

You will need to bring those documents, including the police report, when you go to the local ASC for the Biometrics appointment. You don’t have to include them when you file the I-90 application. Just submit the accomplished I-90 form and the payment.

You may go to your local police department and ask the help desk there where you can file for a police report of your lost/stolen card. An officer will assist you and you can tell him/her your situation (explain the whole incident, how you never received your green card in the mail, etc.). The officer will ask you several questions and make notes to help him/her write the report (be sure you're prepared to answer and to recall everything). You may also bring the response letter you got from USCIS and other proofs to verify your statement (that USCIS sent you the card but you never received it). After that, the officer will then leave you to write his/her final report. Before he/she leaves, be sure to request for a copy of the police report. You can then get it after it has been typed and approved by the station commander (usually takes some days, depending on the police department).
