question about DS-3032 ??

i got i-864 fee bill and DS-3032 form letter from nvs center for my parents r in india, ok i m sending fees to nvs center as per instruction..but i got confusion about DS-3032 from?
1) am i represent as agent for my parents?
2) do they need to sign and mail to nvc center? my parents r in india.
3) do my parent sign and fax to back to me ?? do they must sign?
3) pleas anybody can explain total option OR process available for DS-3032.

1. You, someoneelse or parents themselves can be their agent. I was the agent for my parents. Agent receives all the stuff from NVC on parents' behalf.

2. & 3. A signed document which is faxed is not acceptable to NVC. Parents need to sign it and mail it to NVC or to you (for passing it on to NVC). DS3032 has also been sent directly to parents by NVC. You have received DS3032 on their behalf before them receiving it because you receive mail in US before it reaches India.

Now, you can fax or email pdf of the form to them to save time. They can sign on it and send the physical paper with original signature back to NVC/you. The singature needs to be real signature.
