Question about different Service Centers

Hi Guys,

I am new to this so I have a couple of questions,

I have just had my LC/PERM approved and I am going to file for I140.

Is the Service center that your document go your choice or is it based on where you live or is it completely random?

In any case which Service Center would be faster?

It seems that I am going to file with Nebraska Service Center and I140's there are backed up.

One thing that I do not understand is that when I look at the data at sites like

There are people who have applied and got their I140 approved very recently, so how come the the processing time is Nov 2006, I do not understand the exact definition of processing time

Can you please explain this to me,

Yes, there are approval postings with fairly recent I-140 cases. It is expected the processing to occur as per receipt date. At the same time it is very difficult to explain thise approvals where 2006 cases are pending. Is processing gradually becoming random? The case processing time website mentions the median processing time required. This does not mean all cases prior to November 2006 were approved.
