Generally, what is the maximum CN below which one can be assured that he will get an interview?
I checked the visa bulletin, and almost every year, Egypt reaches 2xxxx by the month of September. so this means the 2xxxx people got interviews but only 3500 maximum can have visas, yes? sorry but it is a bit confusing.

As someone else wrote, the case numbers are given on the region level. don't worry about the 7% number, there are very many "other factors" that determine how many visas are actually available, and most of those factors have nothing to do with the lottery program.
