Generally, what is the maximum CN below which one can be assured that he will get an interview?

No one really knowns for sure. Dept. of State determines this as they go along. You can try and approximate the numbers by looking at Visa Bulletins from previous years.

I checked the visa bulletin, and almost every year, Egypt reaches 2xxxx by the month of September. so this means the 2xxxx people got interviews but only 3500 maximum can have visas, yes? sorry but it is a bit confusing.

That figure of 3,500 (7% of 50,000) is the maximum number of visas per country. There are relatively few countries that regularly reach this limit, so unless you happen to be from one of them, you shouldn't have to worry about it.
Don't worry about the 7% number, there are very many other factors that determine how many visas are actually available, and most of those factors have nothing to do with the lottery program.

As someone else wrote, the case numbers are given on the region level.
