Question about 50,000 Nurse Green Cards

I am researching the 50,000 nurse green cards that have been discussed in various articles, and I would like to find out a few things about the remaining supply of these green cards.

Does anyone know of an actual USCIS source which tracks the number of remaining green cards of the 50,000? I want to find out how many are left.
Does the 50,000 represent past applicants that are in que, or is there a surplus for new applicants?
