question 17, being charged with an offense and traffic ticket

Hi All,

When a police officer gives you a traffic ticket, are you being charged with an offense. If yes, should question 17, ...been charged with an.... offense be marked as yes or no?

Yes you are getting a Citation. So yes. It says have you ever been CITED, CHARGED ......

You are confusing Q16 with Q17.

Q16 asks: "Have you ever been arrested, cited, or detained by any law enforcement officer (including USCIS or former INS and military officers) for any reason?"
Q17 asks: " Have you ever been charged with committing any crime or offense?"

A traffic ticket is a citation, so the answer to Q16 should be "yes".
However, my understanding is that a traffic citation does not mean being charged and that Q17 is asking about criminal charges.
So I believe the answer to Q17 should be "No".
