Query on applying for i -140

Dear friends,

My Labor (both state and federal) got approved. Now My lawyer is saying US government is going to pass a new bill so that All the approved labours will be cancelled if we dont apply for i-140 with in a month or so. Please clarify me on this. I got federal approval for labor two days back. I am planing to apply for i-140 in november. Please let me know whether I can apply I-140 in november.

Apply I-140 soon you should be OK.

There is some truth to this. It is part of the proposal to do away with labor substitution. USCIS/DOL want to bring in a rule that one has to apply for the 140 within 45 days of the approval of labor.

Do you have any idea, when will this new rule come into effect? I want apply for I-140 in November. It will be great if some body can give me any pointers.. whom to contact regarding new bill effective dates...
