Quebec-Canada Permanent Residence Application

Dear there, I already submitted the Quebec-Canada Permanent Residence application on last March from New York but unfortunately they sent them back to me due to lack of requirements such as: no job offered/contract and native relatives. My question is: can I re-send the application in the future ? What kind of problem that might come and effect the process? Please someone who knows reply me soon. Thank you so much. :)

I am sure you can apply in the future if you have a relative in Quebec or a job offer.

I am having difficulty understanding the reason of sending your application back. Job offer and relative are not required things to immigrate to Quebec. They certainly help you get more points and of course it will look nice when the visa officer looks at your application. I have talked to few people who have applied to Quebec without a job offer and without having a relative there and they have got CSQ.

I don't know how much work experience you have and what is the level of your education and how good you are in French language. My guess is that you were not getting enough points without a job offer and/or relative in Quebec, that's why they sent your application back.

Did they refund your application fees or they kept the money?
