PWD, then only job order ?

Hi guys
Can you please let me know whether the following can be done:

1) apply for PWD
2)
a) job order with caljobs
b) recruitment efforts

Should I wait for (1) to complete (may take upto 2 months) , before I can proceed 2(a) and/or 2(b)

Any ideas ? Please let me know.
