PWD and Recruitment efforts Overlap

Hi guys
I am new to PERM. I have couple of questions:

1) Can we apply for PWD while the recruitment efforts are simultaneously going on. Or we can start recruitement efforts ONLY after getting PWD ?

2) Can we do the SWA job posting while waiting for PWD response. Or SWA job posting could ONLY start after having got the PWD ?

you only need PWD when you file not while you post and recruit, so you can recruit while you wait for PWD
