Purpose of I-824

Hi,
What is the purpose of I-824. I hear people applying I-824 after they get their 485. But many people are saying that it is required to apply I-824 before applicants 485 approved.
Please advise

If you want your process changed from AOS to CP, you need to apply for I824.
