Public Charge?

I am the primary beneficiary. My wife studies in a state college and is classified as an in-state resident for tuition purpose (pays reduced tuition relative to out-of-state students). Does this make her a public charge? Thanks a lot!

Residency for the purpose of tuition fee is different. It also differs from school to school. Community college might consider one, a resident as long as he/she either lives or works in the college\'s neighborhood. Some other universities want you to prove that you are willing to live there for a long time. They might look at things like where you lived in last couple of years, or whether you applied for your permanent residency, then that is a good indication that you will stick to that place and be waived from paying out of state tuition.

So, in essence forget about public charge.
