Public Assistance OK for K-3 Spouse?

Hello All. I am a US citizen in the states. My husband is a K-3 holder, planning to move here from Central America. We have two children who are with me. For the past two years, I've been receiving state public assistance (welfare); foods stamps, health plan, childcare, etc.

I've been advised by law buddies to drop the contributions once he gets here. My concern is: Can he legally be back-billed for the help the kids and I have been getting, or have deductions made from his future paychecks? There was never a case nor court involvement but there is an support order number established by Dept. of Justice. Could he be brought to court for this once in the US and in system? My parents sponsored him. Can this situation pose any debt to them? I want to drop my assistance immediately if this is going to be costly to us as a family down the line or detrimental to him with regards to immigration status. Any educated guesses on this are very welcome. Thanks.
