proof of license for foreigners from Jordan

I am a US citizen originally from Algeria. I have completed a BS degree in Pharmacy from Jordan and I am not eligible to practice pharmacy in Jordan. I would like to apply for the FPGEE but the Ministry of health in Jordan does not issue a proof of license to foreigners.
Does anybody knows what rules does Ministry of health in Jordan have for non Jordanian to practice pharmacy in Jordan?
what alternatives do I have for the proof of license?
I am currently doing my MS degree in Pharmaceutics from USA and will complete in Jan 2007. Does this excempt me from having to take the FPGEE?

Hope this helps, its from the FPGEC bulletin...

"...If neither licensing nor
registration were required to practice pharmacy in the
country or jurisdiction where the pharmacy degree
was earned, a request for an “Affidavit for Failure to
Obtain Licensure in a Foreign Jurisdiction” must be
submitted with the application materials. The FPGEC
will provide further information concerning this
procedure to eligible applicants. The applicant must
also submit official documentation verified by his or her
pharmacy school or the applicable government agency
that neither licensing nor registration was required."
