Proof of deportation.

My Colombian wife lived in California from 1999 to 2003. She's back in Colombia now. She had her green card interview at the US embassy in Bogota yesterday. She was denied because of an order of deportation (allegedly sent in 2003) which she NEVER RECEIVED. We need to prove that this letter was never received, especially since she returned to Bogota by the date specified on her political asylum visa. What's the fastest way to obtain this proof?

If she left before the deportation letter was sent then she can prove she never recieved it by airline tickets and passport entry stamps when she went back.
