Processing times from India

Does anyone know how long its taking if we submit for the permanent application for CAnada under skilled category from India?
I heard its almost more than 4 years of wait time to complete the first review.
does it take that long time? what is the reason for this backlog applications? anyone has any idea on this?

hii , for my brother it took 2 years [dec. 2002 to dec. 2004]. but my brother in law is still waiting for last 4 years. so it may or may not take that long , i think it depends on job opportuinities in canada. [demand and supply market kind of thing] .
