Processing times for 2nd Preference I-130

I just looked at the 2nd Preference I-130 processing times of the Service Centers and learned that California is processing cases from 3/98, while Nebraska is working on cases from 2/01. Does this mean that folks living within the Nebraska jurisdiction can get their applications processed much faster than those in California?
 
I am not an expert

But I think the case can not be approved until a visa number is ready, and the visa number is nationwide, published in the visa bulletin by the State Department I think. Said this, I don\'t know why the different dates for the service centers. Some other people can probably answer this one better, however I believe the bottleneck here is the availability of a visa number.
