processing times clarification for EB1 or EB2

Hi all,
I have copied below the processing times listed in the USCIS site, for EB!1 and EB2 below for form I-140 at VSC


I-140 Immigrant Petition for Alien Worker Extraordinary ability. June 07, 2002

I-140 Immigrant Petition for Alien Worker Outstanding professor or researcher. June 10, 2002

I-140 Immigrant Petition for Alien Worker Advanced degree or exceptional ability. January 06, 2003


Does this mean that for anyone that wants to apply in any of these categories, they will need atleast a year to get their I140 no matter how good their qualifications are for these categories?

Has anyone applying to the VSC got their I140 approved faster than 1 year in the EB1 or EB2 category in the recent past?

all I want to know is, is there any other factor that would improve the chances of getting the I140 or the I487 faster. Or is it that people applying to the VSC are doomed to wait atleast a year no matter how good their qualification is in these categories?

There's one thing - nowadays I-140's undergo initial screening upon receipt to establish the existence of prima facie case. If you submit a truly exceptional petition and I mean just that - a truly exceptional, there's a chance it will be approved right then. Such things are known to happen occasionally.
