Processing Times As Of 01 July 2002

This is not true. I don't think those date are the most updated date. I filed my I-140 on March 23 and got approved in May. But on that table, it still shows that they are currently processing
cases with receipt date of Feb. 07.

that date only tells you that INS is 'surely working' on cases for RD before that date...

It is very possible that u get approval for the case even before the date becomes current.
