Processing Time of 1/31/02???

What does this mean? Clearly they haven't approved all of the cases till 1/31/02. In fact, I can't pinpoint one but I saw some people with earlier RD,ND on this forum who haven't even recieved an RFE etc.

What do they mean when they publish this date???

Any idea???
 
This is what I think.

The date 1/31/02 implies that all or majority of the applications with ND prior to this date have been reviewed by USCIS.

Now we know that there are almost 50% of applications from Jan-2002 itself that are still pending. Here I think when IIO picks the applications, if the background check has been completed, the application will be processed further (Approve, RFE or Deny) else the application will be put in the pending basket.

Now how long will the background check take and when the IIO picks up the application again is the million $ question.
 
The other significant info about this published processing time is anyone whose RD is 30 days (or more) prior to the published date can call the National Cust Service Center and ask for a referral. In this example, anyone with the RD up to 12/31/01.

Today, you cannot ask for referral if your RD is less than 30 days from or after the published date.
