processing time for sibling sponsor green card

I am a US citizen and want to sponsor my siblings. I want to figure out if I file for I-130 how long it will take them to get the Green card. I know it goes through various steps and i belive depending on the country you have to wait for a visa number. They are NOT from Mexico, India, philipines or China which I believe are the countries with the longest time. Would appreciate if anyone can help me to understand the overall time it takes for teh green card if I file for I-130 petition today.

The dates in the table represent the cutoff for when people's I-130 were filed, i.e. the people who have progressed through the queue to become eligible for a consular interview (if outside the US) or adjustment of status (if inside the US).

The sibling category is F4, which is currently at March 2001. So the people who applied about 10 and a half years ago are now having the final processing done for their green cards.
