Processing Time for H1 - For joining Residency programme

My wife has completed her usmle step 1 and 2, and is scheduled to take her CSA during last week of January. She wants to take her step 3 also so that she can start residency on H1. Is she in time to start from this July.
I would further like to know how much is the current H1 processing time. She will be filing from NY.

Your wife is on a very tight schedule. It takes 2-4 months to process H-1B petition in VSC (Vermont Service Center). For updated processing times you can follow charts on www.immigration.com under I-129.
