Processing Date clarifications

I know this has been discussed previously however it's been difficult trying to search for this issue on various threads.

Could someone please clarify how the processing dates work for e.g. my case

Visa Bulletin for ROW EB3 shows 01JUL05
--This date is compared to the PD of the Labour (My labor is Aug 2003 hence my quota is open)

Nebraska Service Center bulletin shows they are processing employment based 485 for July 30 2007
-- Is the above date compared to the Notice date on the 485 or still the PD of the Labor ??

Since my 485 ND is August 10,2007 does that mean I have a really short wait till they start processing my 485 ??

The Visa Bulletin shows if your Priority Date is current. Priority date is your labor filing date. Since you have Aug 2003 - this means you are current.

Service Centers processing dates need to be compared with the Receipt date of your application. Since your RD is in Aug 2007 and they currently process July 2007, you are inside the NCS processing window and have to wait until you will be outside so you can make an inquiry on your case.

first, the April VB is starting first of April (So you are not yet open at this point).
Second, the NSC processing time is indicating the RD (receipt date).

I am sorry, I really dont understand what you are trying to convey with the above ?

his PD is 2003 so he is current in terms of VB.

For march the VB for EB3 ROW is Jan 05
