Processing/approval times for EB1/EB2/EB3

Will there be any difference between 485 approval time between EB1, EB2 and EB3 categories for post August 1999 cases?
Does anybody know when does INS transfer unused EB1 quota to EB2 and EB1/Eb2 unused quota to EB3 ?

Any ideas..............
