Procedure: University Placement Advertisement

Is there any format/procedure to place an advertisement in university placement office as part of three additional recruitment steps. Should this advertisment valid only for entry-level positions?

Not necesarily (for entry level positions which require no experience).

Most universities have career centers that cater to the needs of their current students as well as their alumni.

However, many lawyers tend to think that it is best not to use this method of recruitment if the job opportunity requires substantial experience. Hence they recommend you to choose Campus Placement method of recruitment only if job opportunity requires MS+0 or BS+0 or PhD+0.

See Carl Shusterman's recent newletter. It states the following:

Campus placement office: The use of a campus placement office can be documented by providing a copy of the employer's notice of the job opportunity submitted to the campus placement office. Some people have doubts as to whether this form of recruitment can actually be used for anything other than entry-level positions. However, we have used this form of recruitment successfully for all job levels, since the campus office generally serves undergraduate, graduate and alumni in their search for positions.

Have your HR person draft a cover letter to the Campus Placement office with an Enclosure (Notice of Job Opportunity). They should keep a copy of this letter sent to the University Career Center including a copy of the job notice enclosure in your PERM file.

To be extra cautious and safe, your HR must request a confirmation letter from the university stating that the job notice was made available to the students and alumni of the university from <start date> to <end date>. To make it easy for the Career Center Advisor, your HR can draft a confirmation letter and fax it to them (after the notice expiry date) requesting the career center advisor to photocopy the drafted letter on their University's letterhead, sign and fax back or mail back the confirmation letter to your HR. It is best to put this confirmation letter from the University in your PERM file.

Also, note that the "Notice of Job Opportunity" must be on your company's letterhead and should exactly match everything (job title, location, description, skills requirement, minimum job requesments, notice posting date and notice expiry date) as stated on the ETA 9089 PERM application form.
