I am sure someone will answer your question, but I suggest it would be easier for you to call these places yourself and find the info since you stay in Delhi.

getting PCC and Police Clearance

Suggest u go to the local police station. they would have you fill a form or give them a formal letter, plus a copy of ur ID. a passport or voter's ID, or ration card copy. then, someone comes to you for verification. u can collect ur copy from the police station a couple of days later.

for the Passport Clearance certificate, they have a form as well. If your passport was issued after Jan 1, 1998, then, u get ur copy the same day, else, they ask the CID, who will ask their local office to come. this way, it can take between 10 to 30 days.

Dont sweat over this. incase u do not have these, the US embassy will ask u to bring it once u have it.
