Hello Everybody,
Could you please let me know as to what is the procedure for getting a waiver after obtaning NORI from India? How long does the procedure take?
Would I be able to file my application online? Is it true that on obtaining a case number a J1 visa cannot be extended?
Please advise. Thanks in advance for your help.
Expertsof this forum please help me.
Thanks

Visit the following website.

Yes you cannot extend J1 after getting case number.
First you have to get a case number from St.Louis office.
Send that case number along with NORi letters to the Indian embassy.
With your case number you will get further info on how to proceed further. Follow that and send the required documents to the waiver review division.
Indian embassy (of your service area) will reccommend NORI and send it to the Indian embassy in Washington and the final NORI letter will be sent directly to the waiver review division.
It takes about 15 days to get case number.
Indian embassy takes another 15 days to send the final NORI
When once waiver review division gets all the documents, they will take about 2-3 months to reccommend waiver and you can use that recommendation letter to change the status. It is hard to predict when exactly they issue the final waiver (anywhere from a month to 5 months)
Good luck,
Toxsci.

you can apply for case number online at the website that toxsci has mentioned above. I did the same and got the case number instantaneously after filling the forms.
Send the completed forms to the DOS address mentioned on the website.
Then send the NORIs that you have received alongwith the case number and required fee, passport etc to the indian embassy/consulate of your area and after that its going to be a wait as you have done everything you were required to do.
Good Luck
