I moved in to a new apartment in march this year. I sent in a address change form the end of July. I sent the letter as certified mail with return receipt. The interesting thing happened was that on the return receipt, it was signed on 8/6/02. but the delivery was on 8/2/02 signed by usps. Anyone has same experience?
