Priority Dates Regular Labor Vs Substitute Labor

There is still lot of confusion about Priority Dates. Could somebody explain
what is the difference between regular labor and substitute Labor with regards to Priority Date.

One of my friend argues that for Regular Labor, Labor filing date is the Priority Date. I can agree to this.

He says for Substitute Labor I-140 filing Date is the Priority Date.

Is this true????

No -- for both "regular" and "irregular" (sub) labor the PD is the date when the labor was originally filed.
There is no difference (that's the reason why using a sub-labor benefits a person)
