priority dates for EB and backlog?

State Department Prediction of Cutoff Dates of Employment Based Immigration Priority Dates
We reported on September 2, 2004 that the employment-based immigration priority dates may experience a set-back sooner or later. The report was based on the State Department forecast in its August 2004 Visa Bulletin. The AILA reports that the upcoming October 2004 Visa Bulletin will carry a State Department prediction that the cutoff date for employment based immigration may come earlier than predicted, as early as January 2005! It is an irony that one group of immigrants have to make other group of immigrants weep to settle down in this country.

ok according to this, whatever DOl will do with removing its backlog via BRC it will be all be dumped on INS and if ins try to clear it in a fast time, the priority dates for EB will retrogress.
my question is do u think that EB-2 catego0ry will be hittede by this or just EB-3 and for especially in certian countries like india and china?

I think for now it's only EB3 but in coming years EB2 might as well.

ya i think so too, but do u think it will be more significant in EB-2 for people from india and china than a small country? i mean do u think for people from countries small in immigrants to usa in EB-2 that there will be a shortage in visa number?

The fiscal year 2004 limit for employment-based preference immigrants calculated under INA 201 is 204,422. Section 202 prescribes that the per-country limit for preference immigrants is set at 7% of the total annual family-sponsored and employment-based preference limits, i.e., 30,130 for FY-2004. The dependent area limit is set at 2%, or 8,608.

Fourth : Certain Special Immigrants: 7.1% (i.e. 14,514) of the worldwide level.

Fifth : Employment Creation: 7.1% (i.e. 14,514) of the worldwide level, not less than 3,000 of which reserved for investors in a targeted rural or high-unemployment area, and 3,000 set aside for investors in regional
centers by Sec. 610 of P.L. 102-395.
