Priority Dates and Visa numbers

Hi Alren, Raju and other CP Gurus -

Murthy.com has me worried. She is talking about the visa dates likey to regress in Jan 05 and the first one that will be impacted will be EB3.

I paid the NVC fees 2 weeks back and am waiting for P3 to arrive. My questions are as under :-

1. In CP process, at what stage is the visa number issued. Is it when NVC sends the case to the consulate after reviewing P3?

2. How long does it normally take - from the time NVC receives P3 to the time a visa number is issued? I saw CP tracker and it looks like 3-4 weeks. But there were cases where it took much longer ie 8+ weeks.

3. Does the activity at NVC slow down with Thanksgiving and Christmas approaching? I am hoping to send my P3 by mid-October at the latest and am hoping that NVC issues a visa number by mid-Nov. Is this unrealistic to assume?

{My understanding on this is, the Consulates request for the Visa numbers every month from the Dept. of State, and based on the numbers they schedule the appointments.}

{There will be some slow down because of the holiday season, but
that is atleast 2 months away, so you may not be impacted}

Adding to earlier question, I would like someone to guess what would be priority date, in case it regresses/ I am just asking for a guess like 1999, 2000, 2001, 2002 or 2003?

Could anyone guess?

From what I have read it seems like NVC requests Visa# BEFORE sending the case over to Indian consulate. Per raju, it seems like the Indian Consulate obtains this wthin the 60 day time lag between when they receive the case and when the interview is scheduled.

Also, with respect to interview dates, my NVC review was COMPLETED on Sept. 21. I hope that NVC sends the Application sometime this week. I am expecting an interview date for mid to late Dec. In your case, I would say it might be sometime in Jan 05. You are right, there are vacations in Nov, Dec which is going to slow down the process unfortunately. Note that Mumbai consulate is closed 5 business days in Nov due to Indian and US holidays!
