Priority Dates and Spouse I-485

Hello,

My Priority Date is May 2002 (EB3-India) and my I-485 RD is Feb 2004. I got married last month and my wife would be coming here on H4 during the end of the month. My questions are
Am I going to be able to apply for her I-485 once she comes here? Does Priority Date retrogression apply to dependents too??

My FP (rescheduled once) is on Feb 05. If my case gets approved befoe I apply my wife's I-485, Can she still remain in this country (Out Of Status) and apply for her I-485 when the priority dates become current?
