priority date?

Is the priority date, 'receipt date' or the 'notice date"? Also, from my past H-1B applications, the 'receipt date' is always one/two business days later than they actually received the Fedex If the same happens for I-140, does CIS consider the date Fedex delivered as the priority date or???
