I dont know of priority date for DV winners.
I am a DV 2008 winner, currently resides in Southern California.
Below is my time line :
16 Feb 2008 - POE - LAX
26 Feb 2008 - received welcome notice
28 Feb 2008 - applied for SSN
1 March 2008 - USCIS mailed the card - stated in the e-mail [Note - i have subscribed the e-mail alert via USCIsS website - U will need a "receipt number" -the "receipt number" is stated on Welcome Notice - serves as tracking number for USCIS.]
4 March 2008 - received Green card --> found error in my name

5 March 2008 - received SSN
11 March 2008 - passed driving written test
8 May 2008 - passed behind the wheel test
16 May 2008 - got my driving license/ID
Basically, you cannot do anything right now but have to wait for the arrival of the Welcome Notice.
In the Welcome notice, there will be a "receipt number" ---> very important to keep track on your status. U can actually subscribe it in USCIS website on the status of your GC by using your "receipt number" - 13 digits.

It is further stated :
" If you were granted permanent resident status or entered the U.S. with an immigrant visa more than 60 days ago and have not received your first permanent resident card, please call 1-800-375-5283 "
You should call the above number if you did not receive your welcome notice more than 60 days when u entered USA.
Additional tips :
The registration number appeared in your immigrant visa is actually Alien Registration number, but without the letter "A".
Remember to check the details in the GC received. My name was spelt wrongly, and I have to file I-90 (d) to get it corrected. and u know what - it takes 6 months for me to get the new corrected GC. That sucks!!!
Just dont let all of this hamper your dreams. Do the necessary things - get your DRIVING LICENSE/ID as soon as possible, start applying new jobs, building up credit history, find a nice apartment to stay etc..and get on with your life.
Make appointment with InfoPass if possible to know the status of your GC and welcome notice.
