Priority date and cut-off date

Hello ,
I want to know the different between "Priority date" and " Cut-off date".
Please answer to me.

If someone submitted forms and documents before current,can KCC process in normally?

For instance someone submitted forms and documents and KCC received it on March 15th .At the same time he will be current in April.

In this case KCC can process and shedule for this DV winner in " Current month(April)" ?
