Previous visitor visa denial affects subsequent spouse visa ?

My younger sister's first and only visitor visa application got rejected last year because "she couldn't demonstrate sufficiently strong ties to India ...." Now she has got marriage proposals coming from H1 visa or Student visa (F1) holder prospective grooms. In case of marriage will her spouse visa processing decision be affected by the earlier visitor visa rejection record ?

I would really appreciate some answer on this as this point is very critical for her marriage and this question has already been raised by a couple of prospective grooms. If anyone has any knowledge or any experience on this please pleaselet me know !

no problem.

i got rejected once(F1) and refused once(H1B) but still got VISA
(after applying once more).

Just to clarify -- the visa that you got at last, what visa was that ? was that a spouse visa ?

It is H1B(work) not H4(spouse).

H1b was refused in singapore and asked me to apply in india.
In india, i got it approved.
