Prevailing wage for H-1B

Question: A company sponsors my H-1B, and offers a salary consistent with the prevailing wage at the time of the LCA/H-1B filing. A couple of years pass by in the same position without any increases in salary (not performance-related). Does the "prevailing wage" remain the same because it is based on the "nature of the position at the time of filing" and not based on an employee\'s experience level? Or is a company required to adjust the salary if the "prevailing wage" for the position exceeds the current salary?
Is there a violation here? In these times of paycuts & layoffs, are companies still required to pay "prevailing wage"?
