Who knows? I warned about this 10 days ago in a different thread. The fact is that he hasnt proposed the refugee admissions for FY 04 yet. And, BCIS will not adjudicate visas until the Presidential Determination is approved.
Maybe now that President Bush is talking about democracy in Cuba, decides to make the recommendation on refugee admissions.
 
Two years ago the decision was not made until Thanksgiving time. They then had the 9/11 attacks as a legitimate excuse.

Who knows what is holding up things now.

The US refugee program is in very serious difficulty. They admitted a record low in FY 2003. Do not know what is going to happen.

And, the difference this year is that President Bush hasnt made his recommendation yet. Each year, that recommendation was made by mid September via a memo to the Secretary of State.
Then, it was addressed to the Congress for approval.
So far, nothing yet. That recommendation, which is the first step of the process, has not been issued yet. No info on why.
