Great News......
Today, on October 17, 2000, President Clinton signed into law S. 2045, the
"American Competitiveness in the Twenty-First Century Act," and H.R. 5362,
an Act to increase the fees charged to employers who petition to employ H-1B
non-immigrant workers. This legislation includes all four major ISN goals
set for current year. This is a great victory for ISN and all H-1B Visa
workers as it provides, much needed relief. Without support from so many ISN

Four major provisions passed in this bill related to all ISN members are,
1. H-1B Visas can be extended after 6 years who has filed for I-140 more
then 365 days ago.
2. Unused employment based green card numbers will be available to
applicants from over subscribed countries.
3. Unused employment based green card quota will be allowed to be carried
over to the next year.
4. Green Card applicants will be allowed to change jobs after 6 months of
filing I-485 within same job classification.

ISN\'s tasks are not completed, after this bill has been signed, but many
efforts are just beginning. One of the major goal for ISN is to interface
with administration and respective authorities to make sure that provisions
in this bills are implemented in correct manner. Also ISN would lobby in
next year to make sure that Congress acts on Permanent solution to
Immigration related issues, by acting of Adjustment-of-status related
provision. ISN will be forming agenda for the coming year and will keep you
