The initial INS plan was to start PP for I-140 & other immigrant stages around spring 2002. But that has since changed due to all the many factors since september last year.
INS keeps on saying that they will constantly evaluate the need & then make the decision. Also, all the immigration websites are at a loss with this issue since INS has not said much since June 2001.

Just a nice hope and some rumor
I don't believe that. I had heard so much about this almost turned to be true story. INS would not provide any convenient ways for immigrants unless they want to collect hard $ from applicants. The congress and INS just slow down the process to limit the number of immigrants. Tired about this.
