Premium Processing on Multiple I140??

My EB1A 140 is already pending and I got a RFE for it.
Also my pending labor(RIR) is also approved and I want to do premium processing on I140.

Can I do premium processing as I have been hearing otherwise given my EB1 I140 was filed regular 6 months ago??

Any idea?
