Pre approved Labor

I need to know if Pre-approved labor is still being in use. I intend to use approved labor of my ex employees on new eomployees who closely matches the skill set.I want to make sure that it is possible.

Secondly I want to know can I apply for LCA for futre employee, he is ion his way joining my company , it is just matter of time..

AFAIK, labor substitution is still in use. There is a new rule which has been aproved saying that substitution cases won't get the priority date of the earlier employee any more. Note carefully: substitution is not being removed. It just says that the new incoming employee will get a PD that matches when this substitution application goes to the BCIS. This rule has been approved but not yest implemented.
I'm sure that everyone will agree that this is fair. It'll simply save a month or two for the new employee and that's it.
If you really are an employer who has pre-approved labors available, you can surely afford to hire a lawyer who can answer these questions for you.
Just curious, how many hundreds of emails did you get when you wrote saying that you have pre-approved labors available? :cool:
