My new employer is willing to offer me a pre-approved labor certificate, but his concern is that he cannot pay more than what is listed in labor certificate. He is concerned that there may be a RFE if he overpays me. Do anyone know if I use pre-approved LCA my salary gets tied up with LCA and I cannot get more than what is originally quoted in LCA?
