PR - Points and choice of visa application center

Folks,
Had a few questions concerning the PR process -

Can an individual file for PR from any visa center? For example: Person residing in the US (on H-1) wants to apply at a visa center in Canada. Is this possible? If so, are the processing times better in Canada or the US?
What do the processing times look like?

I am guessing more the points the better. I think I am racking up 82 points. Does this help expedite processing (assuming all other paperwork, etc is in place) ?
