I am Indian citizen, have a PR in Canada and have been living in Toronto for the past 15 months. I have another 3 years in which I have to accumulate 9 months of stay in Canada in order to meet the residency requirements in Canada.

Meanwhile, I have a full scholarship offer from a US university to pursue PhD. I got my US F1 (student visa) approved. In order to maintain my residency in Canada, I plan to travel to Toronto every month for 4-5 days while I'm studying in the US. I also plan to do some private consulting while I'm visiting here. I'll be paid in Canada.

I know that I'm not allowed to work outside the campus on F1 visa in the US. What I do not know are the US/Canada immigration/tax legalities in this situation. Please advice.

You know you cannot legally work in the US yet you intend to do so anyway. It is unlikely that you will not do ANY work for Canadian clients while physically in the US. You may not WORK in the US and be paid in Canada. If you have received PhD fuinding, your stipend plus your savings should be adequate for your support. If not, rethink your plan.

Yes, I have full scholarship. But I also have this Canada client that I do not wish to lose during the course of my PhD studies. If I was strict about only working for them when in Canada, what are the issues? My school in US has this to say to my question:
"As long as you are not working inside the U.S. and receiving U.S. dollars from a U.S. company, you should be fine to do that employment."
