PR from minneapolis or texas

I was asked to go for PR stamp on passport to Dallas office in the jurisdiction of my residence. However, as I was busy and was scheduled to travel out of country soon, I went to the Minn office for the PR stamp. The stamp process went thru fine on Nov 23, 2004.
I have waited till now for the welcome notice / card. I called the USCIS rep and she asked me to wait. She did not tell anything about initating an inquiry etc. How can I force her to initiate an inquiry or direct the call to an officer?
 
Call multiple time and ask to initiate an inquiry...

In my experience, I called SC once and the dumbo said call after 18 months. I said "Mucho Gracious!" and immediately called again and talked to another lady. She was more helpful in filing the inquiry.

Just FYI guys/gals that inquiry was a waste of my time as the response was "Your case was approved .... blah blah" with nothing useful in it.
