She can appeal only if she infact feels she should have received more points than what they gave her. If based on her judgement she only has 61 points also then no chance.
Generally if you have borderline points they call you for an interview but if your points are more than 5 points apart they will deny.
If she is interested in appealing her rejection letter will have the details of the person to contact. There may be chance if she goes ahead and takes IELTS etc.
