I received my PR and landed in Canada in March 2002. I applied for my PR card in 2003 but was not able to pick it up. I live in the US. Is there any way to go about applying for my PR card and can I enter Canada with my 2002 landing paper. Or is my PR to Canada void and have to apply for the PR process all over again.

Your landing paper is still valid for travel by private vehicle i.e. you can drive in personal/rental car but can't board commercial vehicle like plane/bus/train with landing paper. You can also apply for 1 time permit to enter Canada. So your PR is still valid.
Thanks mayankdave for the info. You mad my day. Until now I was thinking that I had lost my PR status since I never picked up my PR card on the appointed date and time.
Can you give me more info about how to obtain the one time permit. Also after I enter Canada can I apply for a new PR card.

Check CIC web site for all the forms in PDF. And yes, you should be able to apply for PR card.
