PR card enter/exit tracking why not?

I don't understand why they want us to prove that we lived in Canada 1095.

They can use the PR card to track us, but why they don't? Why they can not use the PR card to track us? Is it against the law? or the Freedom of Canadian or permenant residents?

If they can track the PR they will save us all this hassle to prove that we lived her, and to send all the papers that we have and sometimes they sleep on the application for years!

Why Canada don't track on PR card. on there website and the CIC call center said they can not use the PR card to track PRs?

If they don't should we track or maintain record and even if we visit daily USA and come back..
Will they not believe us when ww show all papaers ( residence, utilitiy bills, schools, driver license, Purchases like car in canda in that period)
What are the reasons they won't believe us if we slept every night in Canada.
How anyone earth can prove this?

Maybe they are trying to prevent fraud. Some unscrupulous people might leave and enter Canada on another passport... or some people might go and live in the US and try to get Canadian citizenship at the same time. At the land border crossing, they don't even bother to look at the PR card sometimes, much less swipe it. Either way, it is not hard to prove you have stayed in Canada. People always have their leases, or phone bills or bank statements. You can always request backup copies from the bank or phone companies.
